But the Biden administration, lawmakers and ports management continue to differ in their views of the true nature of the threat. Kurt Fredrickson, a Coast Guard spokesman, told CNBC via email that even if the software is not Chinese, all software has vulnerabilities, regardless of origin. "Software is everywhere," Gene Seroka, executive director of the LA port, told CNBC in a recent interview at the TPM conference. They warn the crane software concerns are part of a much larger societal risk. He added that regardless of the origin of the crane software and the origin of a crane's manufacturing, there are ways to mitigate cyber risk.

There have been enough offbeat comedies about rappers and hip-hop lately to make up their own genre — the shape-shifting surreality of “Atlanta,” the scatological farce of “Dave,” the social-media savvy of “Rap Sh!t” — not to mention a list of dramas and docu-series from “Empire” to “Wu-Tang: An American Saga.”On Thursday, Netflix adds “The Vince Staples Show,” an impressionistic alt-comedy built around the deadpan sensibility of its star. It is mordantly funny and visually arresting, although at five brief episodes, it’s more of an EP than a magnum opus. Staples, once affiliated with the alternative hip-hop collective Odd Future, is known not just for his music but for a self-aware sense of humor that’s made him a sharp presence on social media. In the series, whose executive producers include Staples and Kenya Barris (“black-ish”), he plays a version of himself, flexing his sardonic voice while playing with the sense of danger that informs many of his lyrics. In the first episode, Vince is pulled over after making a U-turn in his home town of Long Beach, Calif.

HUNTINGTON BEACH, Calif. (AP) — Federal officials on Tuesday recommended increasing the distance from undersea pipelines that vessels are allowed to anchor in Southern California, citing a 2021 oil spill they said was caused by ships whose anchors were dragged across a pipeline after a storm. The agency's board members recommended that authorities increase the safety margin between ships anchored on their way to and from the ports of Los Angeles and Long Beach and undersea pipelines in the area. Political Cartoons View All 1283 ImagesThey also urged vessel traffic services across the country to provide audible and visual alarms to those tasked with keeping watch when anchored vessels near pipelines. The recommendations as well as several others followed a nearly four-hour hearing on the spill, one of the largest in Southern California in recent years. A message was also left for the Port of Long Beach.

WASHINGTON (AP) — The Transportation Department on Friday awarded $653 million in grants to upgrade and improve 41 water-based ports across the United States. The grants are part of the $1 trillion in infrastructure investments included in a bipartisan law signed by President Joe Biden in 2021. Biden administration officials said the projects being supported will allow ports to meet greater shipping demands as well as lowering costs for consumers and improving worker safety. He said the goal of the projects is to improve the infrastructure for ports so that they can withstand the kinds of shocks seen during the pandemic. “Today’s announcement is another big step in that direction.”The grants included $43.4 million to replace a dock in Cold Bay, Alaska.

Members of the ILWU voted 75% in favor of approving the West Coast port worker agreement that will expire on July 1, 2028. The union and the Pacific Maritime Association (PMA) employer group reached a tentative contract deal in June. That ended 13 months of talks and eased worries that related West Coast port disruptions could hit the all-important retail holiday shipping season. West Coast ports lost some business to U.S. rivals on the East Coast and Gulf of Mexico as extended talks fueled uncertainty.

Last week, total rail volume from Canada to the U.S. was down 12%, according to The Association of American Railroad's latest rail traffic report for the week ending July 22. This was an improvement given the first full week of the strike saw a 46% decrease in rail trade from Canada, and the second week suffered a 36% decrease. Rail traffic from Canada into the U.S. had a third-straight weekly drop as a result of the on-again, off-again strike at the West Coast Canadian ports. When the first strike ended on its thirteenth day, delays for rail containers were estimated at 39 to 66 days. Adding another day with the on-again, off-again strike last week, brings the congestion removal tally up to 42-70 days.

The "slow and go" pace of the International Longshore and Warehouse Union workforce at West Coast ports has slowed ground port productivity to a crawl. "Our data shows that vessels will continue arriving at West Coast ports in the coming days with significant amounts of cargo to unload," said Kyle Henderson, CEO of Vizion. Truck and container backupsThe average truck turns to go in and out of the West Coast ports are up. West Coast ports, which had lost significant volume to East Coast ports over the past year due to volatility in the labor contract talks, had in recent months begun to gain back volume. Recent Panama Canal low water levels limited cargo throughput, and soon after that, large parts of U.S. West Coast ports stopped handling inbound and outbound container trade.

The Port of Long Beach is the second-busiest U.S. container terminal and a key driver of economic activity. Pacific Container Terminal, owned by Carrix Inc's SSA Marine, was closed on Monday for normal operational reasons having nothing to do with labor, terminal general manager Randy Galosic told Reuters. CNN —For a fourth day, dockworkers at West Coast ports in the United States are disrupting international trade, according to the Pacific Maritime Association. CNN —Around 250,000 gallons of sewage was spilled into the Los Angeles River on Thursday, causing the closure of seven miles of public beaches, according to local authorities. The malfunction caused a blockage that resulted in an overflow of sewage in the city of Downey, which is about 15 miles from Long Beach, resulting in a spill that reached the Los Angeles River, the release said. The city of Long Beach announced in a news release that all open coastal swimming areas would be temporarily closed due to the spill. “Water from the Los Angeles River connects to the Pacific Ocean in Long Beach, which means pollution anywhere upriver can affect the coastal waters of the City,” the city said in the release. Health authorities with the city of Long Beach are “currently monitoring water quality” on the beaches.
